As we approach the end of 2003,we need to reflect on both our performance over the past year and our vision for the year to come. The organizational challenge of amalgamating four councils into one has been successfully completed. The development of management strategies, insurance of transformation and integration of diverse systems and procedure into new, developmentally oriented methodologies are comfortably behind us. Simultaneously we were faced with the daunting challenge of implementing a new and modern approach to local government planning, namely the Integrated Development Plan. This approach ensures that Council applies holistic thought to the medium and long term plans for the development of the city and is achieved through the inclusion of all sectors of the community in the decision-making processes. I believe that we have achieved this task admirably.

It will be remiss of me not to admit that we did experience some setbacks during the year, but we have learned from all our mistakes and have only grown wiser and stronger for that. In the words of the Auditor general, this Council is still “a going concern ” and our intention for the future is to keep it like that. We are, after all, only trustees of out future generations.

Throughout the year this City Council has endeavored to grasp as many marketing opportunities as possible so that we could expose Klerksdorp to the outside world. Special mention must be made of the following achievements: Provincially we were voted as the Cleanest City in the Province and were recently placed third in the prestigious Vuna Awards. We hosted numerous events which offered us incredible exposure, for instance ICC World Cup Cricket match,2003 Street Festival,2003 Formula 1 Power Boating event,2003 Provincial Tourism Lekgotla, National Senior Tennis Veteran Championships, Legends and Ladies Pro Am Golf Tournament, Freedom Day celebrations with our President Mr Thabo Mbeki, we launched the Inter-Governmental Forum and played a leading role in marketing the N12 Treasure route, we were nominated as one of the top 300 companies in the esteemed PMR Awards and the National Inter Squad Swimming Championships were held in Klerksdorp, not forgetting the exceptionally successful Air show which was hosted at Klerksdorp ’s air field. These events involved massive community participation and the council are proud to have been associated with all of them.

Klerksdorp is slowly but surely becoming a unified, prosperous city of people which will be able to provide equal, cost effective and sustainable quality service and alleviating poverty through an integrated and holistic programe of development providing social and economic security and safety to all.

On this positive note allow me to take the opportunity to wish the City of People a festive Christmas, free of adversity and full of the spirit of goodwill and surely a prosperous new year for all. Let us celebrate the spirit of Christmas in a dignified manner and continue to be responsible residents of Klerksdorp in 2004.

On the 7 th of March this year we published our first YourHome edition. Reaction was mixed and we needed to learn a lot about what we needed to do to get to what we wanted. 

By our third edition, things started looking up. Designs were nicer and the whole image of the little paper was starting to take shape. Advertisers and the community started to react positively, and all and all we were on our way to ‘bigger things ’. ‘Bigger things ’ have always been our focus, and we worked hard to launch YourCar a few months after the birth of YourHome. At first these two small papers were published separately, but soon it became clear that the people of Klerksdorp were ready for more news about their city. With this in mind we launched YourNews on the 30th of October. 

Reaction to the paper, which is only published bi-weekly, has been great. We have been fortunate enough to publish up to 24 page editions, containing news on events, property, motoring and much more. Reaction from the community has been positive, and in general advertisers have felt that they received value for their money. In the future, we plan to keep on doing what we do, just bigger and better. A weekly publication is next on the cards. We are expanding our staff early in the New Year, in order to service more clients and to give current clients even better service. 

A special message should go out to the MLS group, without your support we would not have been able to go this far in such a short time. We value your input, your support and your commitment to the success of YourNews. To our clients that we have picked up along the way: “Welcome and thanks, your support has been enormous ”. Some of you has advertised with us in every possible edition. We would hope to believe that it is not only because of the service you have received, but also because of the reaction you have had from your investment. To all our advertisers, supporters and readers, we would like to wish you a Merry Christmas (hope all your wishes come true) and a fabulous New Years Party! May 2004 hold better than what you hope for.

Kersfees is ‘n spesiale tyd om saam met familie en vriende te spandeer. Almal is egter nie so gelukkig nie. Klerksdorp Museum het onlangs ‘n kerspartytjie vir die kinders van die Rethabile Kinderhuis, wat nie na families uitgeplaas is nie,gehou. Die dag was moontlik gemaak deur Midvaal Water Maatskappy en Eerste Nasionale Bank.Die eienaar en die ouers van Tamboeroekie Kleuter- skool, asook Môrester Gemeente het aan die projek deelgeneem. Midvaal Water Mpy het die water- kaskenades behartig en die kinders het omtrent lekker gejol op die waterwurm en in die skuim.

Elkeen van die kinders het ‘n geskenkie en lekkergoed ontvang, sowel as ‘n boks met skryfbehoeftes vir volgende jaar se ‘terug-skool- toe ’,is oorhandig.Daar was gesmul aan roomys, waatlemoene, ysies, stokbrood, skyfies en vele meer.

Leonie Spangenberg van die museum wil graag almal bedank wat  betrokke was by die program. Dit was voorwaar ‘n spesiale program vir baie spesiale kinders.

All funds raised during the Christmas expo will be used for the maintenance of the Triest centre as well as the well being of the learners. Triest is situated on the corner of Elm and Poppy street in Flamwood.

Klerksdorp Museum bied vir al die verveelde tuisbly-kinders ‘n opwindende vakansieprogram aan. Op 11 Desember skop die program af met ‘n PRETDAG!

Hiérdie program sal ons kindertjies wat so graag heeldag voor die TV lê weer lus maak om buite te speel.Aktiwiteite sluit sakresies, kruiwastoot, ballon-sit en die gooi van waterballonne ens. in.Na al dié opwinding sal die honger gestil word met ‘n stokbrood- en malvalekkerbraai. Die program begin om 09:00 en duur tot 12:00. Letsatsi la Africa, net buitekant Orkney, bied ongelooflik baie vir die stadskind aan.Op 18 Desember kan kinders saam met die museumpersoneel hierdie wonderlike plek besoek.Hier gaan die kinder sonder andere aan luiperds, tiere, leeus en slange vat.Twee swembaddens beloof ure se prêt in die water.Elkeen moet ’n kospakie vir die pieknieksaambring. Ouers is welkomom die kinders te vergesel. Die bus vertrek om 08:30 vanaf die museum en sal omstreeks 13:00 terug wees.

Met Kersfees net ‘n paar dae verder, hou ons ‘n kerspartytjie op 23 Desmber,vanaf

09:00 –12:00.‘n Laaste paar kersversierings gaan gemaak word en die partytjies word verder voorgesit in SADDLES. Aangesien dit net langs die museum geleë is,stap almal sommer soontoe en terug. Black Management Forum showed that they care for the street Children of Klerksdorp last week. They took a group of street kids for a meal at the local McDonalds. The kids were from Atamalang Children Shelter and most won ’t have a decent meal to eat this Christmas. Atamalang is looking for support from the community. To help these kids of the streets, takes a lot of time and effort and they can ’t do it alone. If anyone would like to volunteer their time or money, they can contact Liz Smith @083 496 1132.

Michael Schumacher and the F2003- GA Ferrari with which he won the 2003 World championship were outpaced in a bizarre drag contest by an Italian Air Force fi ghter in Italy last week. Schumacher lost 2-1 over three distances - 600,900 and 1200m -against a Eurofighter Typhoon in a duel designed to bring the full acceleration range of both machines into play.

The jet, piloted by former Italian astronaut Maurizio Cheli, and the Ferrari raced alongside each other on the main runway at Baccarini airport,140km from Rome. Schumacher beat the Eurofighter over the shortest distance but was no match for the jet ’s superior acceleration in the final two races –all of which were watched by thousands of spectators despite driving rain. Did he prefer racing against a jet to competing against Pablo Montoya, the 34- year-old German replied:” It ’s less pressure!” Cheli, a test pilot for the company that built the Eurofighter, admitted Schumacher had given him a run for his money. The F2003-GA is capable of 369km/h

While the Eurofighter, packed with military technology, can reach almost 2 450km/h –but only when it is airborne! The jet carried no weapons and weighed slightly under 21 000kg while the Ferrari weighed in at 600kg and was slightly more aerodynamic for the straight run. The contest was designed to re-enact a challenge that took place in 1931 when Tazio Nuvolari, driving an Alfa Romeo, took on a Caproni 100 biplane at Rome airport.

Fifty years later, in November 1981, history repeated itself as Gilles Villeneuve and his Ferrari 126 CK raced an F104 jet.

Most recently ,Patrick Carpentier challenged a F14 Tomcat with his CART car in the US.

Die ‘NORTHWEST BIKERS ASSOCIATION ’ (NWBA )en ‘TAFEL -RONDE ’ het hierdie jaar vir die eerste keer ‘n poging aangewend om in samewerking met die ‘Nasionale ‘TOY RUN ’ op Kyalami,‘n “Toyrun ”in die KOSH area aan te bied. Die “toyrun ” het op 30 November 2004 by Op 13 Desember 2003 het die Lions Klub van Stilfontein vir 60 kinders ‘n partytjie op Stilfontein aangebied en die NWBA het die eerste geskenke aan die kinders by die partytjie oorhandig.

Die NWBA en Tafelronde beoog om al die geskenke voor 25 Desember in Klerksdorp, Orkney en Potchefstroom uit te deel. die Flamwood Walk plaasgevind en dit was ‘n oggend van pret en plesier vir al die motorfiets entoesiaste.Danksy die motorfietsmanne/vroue van al die klubs in die KOSH gebied was die dag ‘n groot sukses en kon die NWBA ‘n reuse totaal van 733 geskenke vir kinders in die gebied bymekaar maak. Die NWBA wil ook aan die lede van die publiek wat so mildelik bygedra het en speelgoed in die “drop boxes ”by die onderskeie Spar winkels in Stilfontein, Potchefstroom, Orkney en Klerksdorp, Pick & Pay Flamwood Walk ,Senwes, Die Dros Klerksdorp en Mike ’s Kitchen Klerksdorp gedeponeer het, bedank en aan hulle verseker dat as dit nie vir die publiek en die bg.instansies sowel as die motorfietsmanne/en vroue was nie,die dag nie so ‘n groot sukses sou gewees het nie.

With banks following suit on the 0,5 percentage point cut in the repo rate announced by Reserve Bank Governor Tito Mboweni this week, homeowners are going to have a little more money in their pockets to see them through the post-holiday “crunch ”in January. The rate decrease –the fifth this year –was less than expected but will still take the homeloan “base ” rate to 11,5 percent, it ’s lowest level in more than 20 years, and knock R35 off the minimum monthly repayment per R100 000 borrowed. Homeowners with existing loans will feel the benefits at the start of January, when their next installments fall due. The minimum monthly repayment on a R300 000 loan balance, for example, will drop then from R3303 to R3198 – and could be even lower if the borrower enjoys a preferential interest rate. Many banks are still offering loans at as much as 1,5 percent below the “base ” rate to clients with good credit records and low loan-to-value loans, and at 10 percent interest, the minimum monthly repayment on a R300 000 home loan would drop below R3000 a month. The latest rate cut will, of course, also make it easier for those currently in the market to buy a home to qualify for a homeloan at an interest rate of 11,5 percent, the monthly household income required to qualify for a 20- year, R300 000 loan would be R10 660 –down from the current R11 010 and all the more attainable for home seekers expecting a pay increase in January. Most property commentators have warned, though, that this and any further rate cuts will not necessarily make homebuyers willing to pay higher home prices.

In fact, the rate of price growth has been slowing since July and homeowners determined to sell now should take care to price their properties competitively.

Op 28 en 29 Februarie 2004 gaan Klerksdorp en Potchefstroom oorloop van sport-mal mense. Die rede hiervoor is die “Powerade Vodacom Ultra Challenge ”wat gaan plaasvind gedurende hierdie twee dae. Die organiseerders en borge waarby name soos, Powerade, Vodacom, OFM, Overland, Supersport, Cyclelab, Kerksdorp en Potchefstroom Stadsraad en Agenbag Motors gesit kan word, beplan om die grootste sportgebeurtenes in die Noordwes Provinsie nog ooit,te reël.

Ons almal ken die Potchefstroom Myl (swem)en die Pioneers Marathon as groot gunstelinge onder die manne met die lang asems. Die jaar het die Overland City to City Cycle Challenge die lig gesien. Wel, volgende jaar vind dié drie top geleenthede op een langasem naweek plaas.Daar gaan op die Saterdag (28 Feb.)gehardloop en geswem word en op Sondag (29 Feb.) gaan die manne met die bene van staal die pad aandurf op hulle martelpype. 50km, 21.2km, 10km en 5km is die afstande vir die marathons en die swem word opgedeel in 1 myl, 750m en 375m.Die fietsryers kan uitsien na ‘n 120km,80km,40,km of ‘n 10km wedren, vir die wat minder bakstene in hulle broeke rond dra.

Julle wonder seker hoekom ons nou al vir jou hiervan vertel, wel daar is ook ‘n “corporate challenge ”en dit beteken dat besighede spanne kan inskryf. Elke lid van die span sal dan aan een item deelneem, en die drie se punte sal saamgetel word om te sien wie die wenners is. NOU is die tyd om al te begin oefen sodat julle lekker fiks kan wees vir volgende jaar.

ALIENATION OF PORTIONS (OF PORTION 1)OF THE FARM TOWNLANDS

OF KLERKSDORP 424 IP (OPPOSITE JUNCTION OF PLANTAN AVENUE

WITH N12 HIGHWAY)

Notice is hereby given in term of the provisions of section 79(18)of the Local Government Ordinance,1939, as amended, that it is the intention of the City Council to alienate portions (of Portion 1)of the farm Townlands of Klerksdorp 424 IP, each respectively approximately 16,64ha,3, 47ha, 3 ,71ha, 2, 74ha and 2,77ha in extent (together approximately 16,64 in extent), located adjacent and to the South of the N12 Highway opposite the junction of Platan Avenue with the aforementioned N12 Highway.

A copy of the Council ’s resolution as well as a plan indicating the situation of the said portions of land may be inspected at room 103,Civic Centre, during normal office hours.

Any person who has any objection to be proposed alienation must lodge his objection in writing with the undersigned before THURSDAY, 15 JANUARY 2004

VERVREEMDING VAN GEDEELTES (VAN GEDEELTE1) VAN DIE PLAAS TOWNLANDS OF KLERKSDORP 424 IP (TEENOOR AANSLUIT VAN PLATANLAAN BY N12 HOOFWEG)

Hiermee word kennis ooreenkomstig die bepalings van artikels 79(18)van die Ordonnansie op Plaaslike Bestuur,1939,soos gewysig, gegee dat die Stadsraad voornemens is om gedeeltes (van Gedeelte1) van die plaas Townlands of Klerksdorp 424 IP,elk onderskeidelik ongeveer 3,95ha;3,47 ha;3,71ha;2,74ha en 2,77ha groot (in totaal ongeveer 16,64 ha groot) geleë aangrensend aan en ten suide van die N12 Hoofweg teenoor die aansluiting van Platanlaan by die voormelde N12 Hoofweg, te vervreem.

‘n Afskrif van die Stadsraad se besluit asook ‘n plan waarop die ligging van die voormelde grondgedeeltes aangedui word, sal gedurende gewone kantoorure by kamer 103, Burgersentrum,ter insae lê. Enigeen wat beswaar teen die vervreemding wil aanteken, moet sodanige beswaar skriftelik voor DONDERDAG, 15 JANUARIE 2004 by die ondergetekende dien.

(WILKOPPIES UITBREIDING 18)

Hiermee word kennis ooreekomstig die bepalings van artikel 67 van die Ordonnansie op Plaaslike Bestuur,1939,soos gewysig,gegee dat die Stadsraad voornemens is om ‘n gedeelte van Olienhoustraat geleë aangrensend aan en ten noorde van erf 964, Wilkoppies Uitbreiding 18,ongeveer 1174m ² groot,,permanent te sluit.

‘n Afskrif van die Stadsraad se besluit asook ‘n plan waarop die ligging van die voormelde grondgedeelte aangedui word, sal gedurende gewone kantoor ure by kamer 103, Burgersentrum, ter insae lê. Enigeen wat beswaar teen die voorgestelde sluiting van die grondgedeelte het of wat enige eis om skadevergoeding sal hê indien die sluiting uitgevoer word,moet sy beswaar of eis nie later as DONDERDAG,22 JANUARIE 2004 skriftelik by die ondergetekende indien.

Notice is hereby given in terms of the provisions of section 67 of the Local Government

Ordinance,1939, as amended, that it is the intention of the City Council to close permanently a portion of Olienhout Street located adjacent and to the north of erf 964, Wilkoppies Extension 18,approximately 1174m ² in extent..

A copy of the Council ’s resolution an a plan indicating the situation of the said portion of land will lay for inspection at room 103,Civic Centre,during normal offi ce hours. Any person who has any objection to the proposed closing of the portion of land or who may have any claim for compensation if such closing be carried out,must lodge his objection or claim with the undersigned in writing not later than THURSDAY,22 JANUARY 2004.
