“TUSK RIO” SETTLES IN KLERKSDORP

 

The opening of Tusk Rio Casino in Klerksdorp scheduled for October 2004 heralds new business confidence and renewed interest in the greater Klerksdorp region.

 

The development is projected to cost around R100 million in current prices and is being constructed by the companies Stocks and Big Cedar, a local contractor. The project will be delivered in two stages.

 

Employment created during the construction phase will be 500 direct and 974 indirect jobs with 359 direct and 667 indirect positions created with the advent of the total operation. It is envisaged that residents of the area will occupy 85% of the available posts.

 

Tusk Rio Casino Resort is based on the concept of the exotic Brazilian carnival in Rio de Janeiro and aims to become a ‘must see must do’ attraction. It will offer a 220 slot machine and 10-table casino and salon prive. A 250 setter Barnyard theatre with live shows and entertainment together with themed bars, an a-la-carte restaurant, an adventure zone (comprising of entertaining games), a video arcade and a modern crèche facility and ample parking, exceeding 700 bays.    

 

Once the initial stage is bedded down a 40-roomed hotel with four suites will be added, plus a conference center and also the construction of a multi-purpose indoor area housing go-carts, adventure golf and specialist retail shops and an exciting array of restaurants and fast food outlets.

 

Tusk Resorts’ Group Gaming Director, John Barrett, remarked on the exceptional support and enthusiasm encountered from the local community during the 1st month of building operations and is upbeat about the high standard of job seekers. Applications for training and permanent positions will be handled in the second quarter of 2004 and will be extensively advertised by the company in the Klerksdorp media and contact details will be made available to the public.

WAT KOS MISDAAD REGTIG?

 

Dit is net na 11h00 op Dinsdagoggend 27 Januarie 2004 en mev. Potgieter is oppad winkels toe in haar (een maand oue) Renault Megane, ‘n mooi bloue.  Sy geniet die motor verskriklik en hy het net so oor die sewe duisend kilometer op die odometer. 

 

Skielik sien sy ‘n wit polisie voetuig wat reg op haar afpyl, (die verkeerslig was groen vir my, dink sy).  Sy swaai uit, maar dit is te laat. Enkele sekondes later staan sy langs haar voertuig.  Polisievoertuie, wegsleepbakkies en verkeersvoertuie is binne minute op die toneel.  Sy lê verklarings af, sy weet nog nie wat die skade gaan wees nie, maar die man van die insleepdiens verseker haar dat dit nie kleingeld gaan wees nie.

 

Die polisieman wat oor die rooi verkeerslig met looiende serenes gejaag het, vra onverskoning, hy was haastig oppad na ‘n misdaadtoneel êrens in die stad.  Dit is deel van sy werk.

 

Dalk het hy te vinnig gery, dalk moes hy net so bietjie meer versigtig gewees het.  Of dalk moet die veiligheidsdienste so bietjie harder probeer om misdaad te bekamp.  Meeste van ons glo dat misdaad die polisie se probleem is, dat dit iets is wat met ander mense gebeur en dat ons liewer nie betrokke wil wees nie. Die vraag wat ons onsself moet vra is: Wat kos hierdie “don’t care” houding van ons, ons?

 

Oor die afgelope paar maande het die Klerksdorp Munisipaliteit meer as R1.7 miljoen spandeer om toerusting te bekom vir die installasie van veiligheidskameras in die sentrale sake gebied (SSG) van Klerksdorp. Die kamerastelsel kan sorg dat misdaad in dié area, waar huidiglik die meeste misdaad ondervind word, aansienlik verminder.   Daar word beplan om ‘n beheerkamer vir die stelsel in te rig op die ‘Brug-B-koppie’ (die een reg agter Unie Laerskool).

 

Die probleem wat huidiglik bestaan is dat die huurders van die perseel, Indaba Trust, nie afstand wil doen van die perseel sonder dat die Stadsraad hulle van ‘n soortgelyke fasiliteit voorsien nie. Die Klerksdorp Stadsraad is huidiglik in ‘n hofgeding betrokke om Indaba Trust te dwing om afstand te doen van die perseel.  Indaba Trust het volgens Dr. Frans de Bruyn, voorsitter van dié trust, ‘n 99 jare lange huurooreenkoms met die Stadsraad vir die huur van die perseel. 

 

Hy het ook in ‘n onderhoud aan YourNews gesê dat “die Stadsraad mors belastingbetalers se geld deur Indaba Trust hof toe te vat.”  Verder het Dr de Bruyn gesê dat sy organisasie die sensitiwiteit van misdaad in die stad besef en daarom het hulle “geen probleem om afstand te doen van die Brug B koppie nie, solank as wat die Stadsraad ons van ‘n soortgelyke fasaliteit voorsien, wat hulle tot dusver nie kon doen nie.”  

Die Stadsraad het skynbaar persele in Hartebeesfontein en Orkney aan Indaba Trust aangebied, maar albei was “onaanvaarbaar” gewees volgens Dr. de Bruyn. 

Daar is ook ‘n verdere kinkel in die kabel.  

 

Amptenare van die Munisipaliteit het sonder toestemming breukwerk aan die gebou op die koppie begin doen, wat die hele situasie verder na die afgrond laat kantel het. 

 

Klerksdorp Stadsraad het natuurlik ook hulle kant van die saak.  Volgens ons grondwet het burgers die reg tot veiligheid en hierdie reg moet beskerm word deur die regering.  Die fasiliteit op die koppie is oorspronklik ingerig vir burgerbeskerming en toe later aan Indaba Trust verhuur vir kulturele aktiwiteite. Gerugte doen egter die rondte dat ‘n “Bass Club” en ‘n Motorfiets Klub huidiglik die perseel gebruik vir vergaderings en dat geen kultuuraktiwiteite daar beoefen word nie.

Wat die 99 jaar ooreenkoms betref, het ‘n vooraanstaande prokureur in die stad (wat nie sy naam genoem wil hê nie a.g.v., die sensitiwiteit van die saak) aan YourNews gesê dat indien so ‘n huurooreenkoms bestaan, moet dit teen die titel-akte van die eiendom geregistreer wees en volgens hom is dit nie so nie. 

Die Stadsraad het Indaba Trust een jaar skriftelik kennis gegee, en daarom word algemeen verwag dat Indaba nie sal slaag in die hofsitting nie.  (Hofsaak sou Woensdag 4 Februarie plaasgevind het). 

 

Dalk word die verkeerde vrae gevra.  Kan twee fasiliteite regtig heeltemal soortgelyk wees? Is die aktiwiteite wat huidiglik op die koppie beoefen word so belangrik vir die voortbestaan van Klerksdorp se sakemanne?  Is die beoefening van een groep se kultuur meer belangrik as die gemeenskap se veiligheid?  Hoe dit ookal sy, en wat die uitspraak van die regter ookal mag wees, die probleem van misdaad in die SSG duur voort.  Sakemanne voel dit by die dag al hoe erger aan hulle sakke en al hoe meer borde wat verbruikers waarsku teen geweld in die area word teen lamppale opgesit.

 

Verskeie besighede het juis om hierdie redes reeds in Buffeldoorn en Central Laan hul deure geopen.  Hierdie verskuiwing dra by tot verhoogte eiendomswaardes in die area, wat verhoogte erfbelasting tot gevolg het vir inwoners van die area.

 

Wie reg of verkeerd in die saak is, is nie vir ons om te besluit nie, wat wel duidelik is, is dat inwoners soos Mev Potgieter die uiteindelike spit afbyt.

SUID AFRIKAANSE KAMPIOENSKAP VAN UITVOERENDE KUNSTE

In 2003 is daar daagliks gehoor van Suid Afrikaanse Kampioenskap van Uitvoerende Kunste.  Min KOSH inwoners was bewus van die kampioenskap wat jaarliks plaasvind in die Noordwes Provinsie.  Tog was daar KOSH inwoners wat deelgeneem het en puik gevaar het.  Heelwat goue medaljes is terug huis toe gebring.

Die kampioenskap word nasionaal aangebied deur BEYOND 2000.  Wat die kampioenskap meer uniek maak is dat 2 Suid Afrikaanse spanne (juniors & seniors), verkies word, wat aan die Wêreldkampioenskap deelneem.  Die seniorkampioenskap vind jaarliks plaas in Los Angelos, VSA.  In 2003 was die juniors se wêreldkampioenskap in SA.  Die SA spanne is ongelooflik sterk en staan nie een tree terug vir die sogenaamde land met die goue talent nie. Jaarliks kom die direkteurstrofee terug SA toe.  Verlede jaar is meer as 50 goue medaljes verower deur Suid Afrikaners.  Dit is ‘n ongelooflike ondervinding om by die SA’s teenwoordig te wees.  Ongeveer 400 deelnemers in verskeie kategorieë en ouderdomsgroepe was in Rustenburg waar dit plaasgevind het. 

 

Deelnemers van regoor SA het met treine en busse ge-arriveer, reg vanuit die Kaap, Upington, Vrystaat en oral.  Dit was teleurstellend dat daar so min Noordwes Provinsie deelnemers was. 

Veral KOSH!!

 

Talent is nie ‘n kwessie nie, daaroor beskik die omgewing in groot maat.  Dansers van die omgewing het met geweldige goeie uitslae en oorwinings weggestap.  Dan was daar die enkele sangers en modelle.  Dit is nie net dié kategorieë waaruit die kampioenskap bestaan nie.  Daar is baie meer.  Van solo optredes, duette en groepe tot soveel as 20 persone per groep word beoordeel.  Elk in sy eie kategorie en ouderdomsgroep.  Ouderdomsgroepe strek vanaf  5 tot 30 jaar en ouer.

We want to begin this article by thanking Eaan Algera and his team at Your City for the opportunity to share the message of health with their readers. The whole issue of what is healthy and what is not is reason for much confusion for many consumers. With the explosion of information, opinion, contradiction and research in the field of health we are often left, heads spinning and very disillusioned.

 

Our aim is to offer sound advice based on the most reliable (backed by legitimate scientific evidence), up to date and honest information available and we thought to kick off this first article with a ‘back to basics’ approach. Like so many other things in life when we do the foundational basics right, many of the other things are easier to accomplish.

 

The standard South African diet like those in so many other developing and western countries is based on a high percentage of refined, processed, cooked and additive- smothered ‘food’. If, like so many of those living in these countries, it takes seven to ten days before we put something raw in our bodies it’s time to take stock.  

 

The human body is made up of trillions of living cells that require live nutrition for optimal health. A diet rich in raw vegetables, fruits, nuts, seeds and whole grains is best to maintain health. Most of us would consider a 75/25 ratio of raw to cooked food extreme, unpalatable and unachievable but the more we look at the facts the more we have to agree with the evidence.  The ‘proof is in the eating’ as the saying goes.  Strive to eat big, fresh salads before cooked food as a start. This helps to fill you with live phytonutrients, enzymes, fibre and assists in digesting the cooked food to follow. Snack on fresh and dried fruit, vegetables, seeds and nuts instead of the less healthy alternatives.

 

It is difficult to make the transition to a healthier lifestyle because of the culture we’ve grown up in, but rather a gradual, permanent transition to better health and quality of life than becoming another one of the statistics. CANSA’s  2004 Toktokkie campaign kicks off nationally in February and March, but this year sees it’s trained Toktokkie volunteers visiting homes, businesses and schools, delivering a smart new message in line with CANSA’s recent repositioning.

Cancer affects all race groups, gender and ages.  Healthy lifestyle choices such as making healthy eating a habit, exercising regularly, not smoking, being SunSmart, regular self examination and testing by health  professionals, can greatly reduce your chances of getting cancer.  Early detection significantly increases the chances of effective treatment.

 

“In South Africa 1 in 4 South Africans may become a cancer statistic  in their lifetime.  Between 2000 and 2020 an increase of 29% is predicted in the total number of cancer cases in the developing world”, says CANSA CEO, Ms Niamaat Gamildien.

Why does our water smell so bad?

Consumers are informed that the algal-genus Oscillatoria is once again present in the Vaal River.  This algal-genus is associated with an earthy – musty flavour in drinking water. 

 

The flavour is caused by a harmless organic substance that is produced by these algae.

 

The substance does have a strong smell that can be detected by the human nose in such low concentrations as one teaspoon full in 200 Olympic sized swimming pools.  Growth conditions in the Vaal River are currently ideal for proliferation of this type of algae, and conditions can remain advantageous for weeks.  Water treatment institutions up-stream (Parys) as well as down-stream (Bothaville) of the Midvaal abstraction point are also experiencing this problem.

 

All the necessary treatment processes are applied to ensure safe and healthy drinking water.  Alleviation of this esthetic problem would entail the use of activated carbon.  This would however greatly increase the  cost of the water and therefore make it unaffordable to most consumers.  

Freezing, heating or boiling of the water aggravates the offensive smell.  Most home treatment devices are also not effective in removing the substances.

 

Additional treatment processes are applied at Midvaal Water Company to alleviate the taste- and odour problem, e.g.

 

·  Using a Flotation step to remove

    algae.

·  Ozonation to oxidize organic

    compounds, including substances

    responsible for tastes and odours.

 

Unfortunately, not even these sophisticated processes are 100% effective in the removal of these substances.

 Midvaal Water Company assures its consumers that this aesthetic problem renders no health risks to humans, animals and plants, especially at the low concentrations that the algae are present in the river system.  Extensive water quality monitoring is being done continuously to ensure the optimal operation of our treatment plant and to ensure the production of safe drinking water.

A word from the editor

To Phone or not to Phone?

An e-mail concerning cellphone use caught my attention on Monday (2 Feb 2004). It called for the total non-use of cellphones on 4 Feb 2004. 

The original sender of the mail said that SA operators are the most profitable in the world, that the 24 million consumers in SA get bad service and that we are forced to pay trough our necks.  The writer compared SA with the USA.  

 

According to the letter we paid R1-10 per minute in 1995 and we are currently paying R1-80 per minute.   In America consumers paid 25 cents in 1995 and are now paying 10 cents per minute. The letter did not say if the fee in America was converted to Rand, (doubt if it was).  If the 24 million users in SA each only made one less call on this day it would lead to a total loss of R432 million on the day for these companies. Very interesting isn’t it ?

 

I do however wonder about this letter and the motives of the original writer.  Did he or she  ever sit down and calculate the contribution of these companies to our National GDP figure?  Did he or she consider the amount of jobs that these companies create?  Did he or she stop to think that none of these companies ever forced any-one in this country to buy their products or services?

 

Let us make no mistake, these companies are making a lot of money and there is no way to get around this but, the increase in SA 

 

rates over the past nine years has been under inflation levels, surely this is fair.  I wonder what it costs to build a system that covers the whole SA with the newest technology and to keep it up to date all the time. Most providers in the USA only cover one state and use old technology.

 

Most of the time I just wonder: how did we get along without these little phones, and what would we do if the system did not exist tomorrow?

In order to revaluate economic strategies and the way forward, Local Council will be hosting an Economic Indaba on the 24th of February 2004.  All citizens and business people are welcome to attend this public discussion, that will be held in the Klerksdorp Auditorium from 09:00 in the morning.   

 

Various business leaders, professors, and government support organizations will be present to engage in the discussion with local business people and other interessted parties.

Council would like to encourage all the local small medium and micro sized businesses to take part in this event.  The idea behind the expo is to stimulate business growth and also to expose local companies to the support structures that government has in place to promote and help small enterprise.

 

The expo will be held in the roofed parking area of Council in Emily Hobhouse Str.  Stalls can be booked for a minimal fee. Currently the 5 licensed casinos in  the province account for almost R2 billion in investment. Approximately 3.6 million people visited these casinos over the past 18 months creating a total of more than 2 500 jobs in the province.

 

The benefits to the area does not only stop at the money and jobs.  The casino will also be putting a Social Investment Program into place. This program with an annual budget of R1 million will assist needy schools and will also contribute to other community projects.

Decorations In Your Garden

Mercedes-Benz has begun its new product releases for 2004

 

Mercedes-Benz has begun its new product releases for 2004, with the unveiling of the much-awaited second-generation SLK roadster.

 

The previous generation Mercedes-Benz SLK was a groundbreaking roadster at launch some four years ago. Even now, near the end of its life cycle, it remains one of the most desirable machines on the road.

Yet Mercedes is moving onward and upward, and has just released details of the new SLK-class, which promises to up the open-top roadster ante significantly.

With front-end treatment similar to that of the SLR, and the same basic proportions as its predecessor, there can be no mistaking the new vehicle for anything but a Mercedes-Benz. The new SLK’s lines are classic, yet smoother and more evolved than its predecessor.

The vehicle sports an updated version of the Mercedes Vario-Roof hard top pioneered by the original SLK. A pivoting rear screen a-la-SL allows for faster operation, while it also occupies less boot space when folded.

Ultimately, a complete range of engines will be offered in the new SLK, although only a couple of will be introduced at the time of launch. For starters, there is a newly upgraded, 120 kW supercharged four-cylinder in the SLK 200 Kompressor. This base-model powerplant features Mercedes’ Twinpulse system - said to improve smoothness, reliability and fuel economy.

The first all-new engine offered is fitted to the SLK 350. This four-valve V6 unit produces 200 kW and 350 Nm, with maximum torque available from just 2 400 rpm. Camshaft timing is controlled on both the exhaust and inlet sides - a first for Mercedes - and the engine is designed to be mated to the 7G-Tronic automatic gearbox.

Finally, a SLK 55 AMG model will be available, replacing the outgoing SLK32 AMG. This monster has 265 kW and 520 Nm on tap, giving it a claimed 0-100 km/h time of 4,9 sec, with a top speed limited to 250 km/h.

As one would expect, specification levels in the new SLK are stratospheric, with virtually every mod-con available on the specification list.

Just one of the SLK’s unique innovations is a so-called Air Scarf. This device is designed to warm an occupant’s neck when driving with the top down, and works by directing warm air from outlets in the headrests.

Panasonic Toyota Racing mounts the challenge with TF104 

 

Panasonic Toyota Racing has unveiled its 2004 racecar, the TF104.

Designed by Chief Designer Gustav Brunner and his team, the TF104 is an evolutionary redesign of its TF103 predecessor and will play an integral role in the team’s aim of closing the gap to Formula 1’s leading teams in 2004.

“We have adopted similar principles for the TF104 race car to the ones we followed when producing the TF103,” Brunner explains. “Using Toyota’s philosophy of continuous improvement, the fundamental concept was again that of evolution not a revolution. The TF103 and TF104 may appear visually similar, but we have looked at every single part of the car, studied it, redesigned it and improved it. There is no carry over from last year’s car, but we have worked on every single part to make it lighter, stiffer, more reliable and with better overall performance.”

“Aerodynamics in general are the key to success in F1 and we have benefited immensely from our in-house windtunnel operating at optimum capacity,” adds Director Technical Co-ordination Keizo Takahashi. “On the TF104, we have endeavored to find the best compromise between aero efficiency and the car’s stability.”

Underneath the evolutionary bodywork, the car’s internal components have undergone a significant reassessment and redesign that the team is confident will reap rewards in the long term.

New Technical Director Chassis Mike Gascoyne is also encouraged by the TF104: “The entire design team has done a very good job on the TF104. It appears to be a solid car, but we will have to wait for testing to see precisely how good it is. 90% of chassis performance is in the car’s aerodynamics, and that has been the priority on the TF104. We now need to look at ensuring short-term consistency to get the best from the car, the drivers and the team in 2004, whilst concurrently adopting a longer-term approach to get Toyota to the front of the grid in the future.”

The most challenging aspect of the new TF104 racecar has been on the engine side. With new F1 regulations specifying that only one engine must be used per car for the entire race weekend, the priority of Technical Director Engine, Luca Marmorini and his team, has been to retain the competitive power output and performance of the Toyota engine over a longer lifespan.”

“With the new rules, we have had to look at doubling the engine’s life expectancy from 400km to around 800km,” says Marmorini. “Our guiding principles when designing the RVX-04 have been to increase the durability, whilst simultaneously maintaining the driveability and the performance from 2003. I honestly do not think that there will be such a drop in horsepower with the new engines, but we have had to work a lot on the lifting. The RVX-04 was fired up on the dyno in October and was run for the first time at a test on 25 November in the TF103B interim car. We will continue to work on this before we go to Melbourne, but I am confident that we are up to this new challenge.”

PASSAT what is inside?

 

The Passat looks very much a Volkswagen, which means handsome without being fussy, despite the 2000 facelift with some tinsel being added to the grille, bumpers, door moldings and side window surrounds. The badge on the nose was made bigger, as if to make the point that the marque is standing up and waiting to be counted amongst the premium league players. Bucking the current trend slightly, the stylists steered clear of overly adventurous light cluster designs: the headlamps are relatively conventional (and notably effective)

 

Black sill skirts and bumper aprons visually add length to the overall shape. The tape measure reveals the Passat as being 4 703 mm long, 1 746 mm wide, 1 462 mm high with a wheelbase of 2 703 mm and identical front and rear tracks of 1 515 mm. Fairly compact, then, but the wheelbase is the key dimension, because it helps create a spacious cabin with plenty of rear legroom even with the front seat set right back. For comfortably accommodating four adults and their luggage, the Volkswagen is ideally sized.

 

Step inside — easy, thanks to large doors — and, as with the car’s shape, there is a Volkswagen-ness about the cabin. Textures, fit and finish will be familiar to existing Volkswagen owners, portraying as they do an air of quality and durability that set new standards when they first appeared in the current Golfs and Jettas.

 

The facia eschews any high-tech array of instruments, controls, displays and switchgear in favor of a straightforward layout of what have become to be regarded as the essentials for this class of car. Mock carbon fibre inserts in the door panels and hang down facia almost go unnoticed, with only the chrome door latches and gearshift gate plus bright surrounds to the gauges to brighten the furnishings. At night, at least there is the corporate rheostat-controlled “acid rock” lilac and red instrument backlighting to savor: colorful and legible.

 

Getting comfortable is easy, although it all has to be done manually. Fore/aft front seat travel is generous, and both chairs feature cushion height adjustment via a long ratchet lever, as well as backrest angle and lumbar support altered by rotary knobs. Both have heating elements, too.

 

Upholstery is leather, with faintly perforated seat inserts. Head restraints are height and tilt adjustable.

 

The three-spoke leather-bound steering wheel adjusts for rake and reach, and there is a left-foot rest. Powered exterior mirrors provide a good view behind. The rear is no less accommodating. A fold-down centre armrest contains a shallow storage compartment with a dual drink-holder that can be positioned at the front or back of the space, or removed altogether.

 

The seat backrest is asymmetrically split — the cushion is fixed — increasing the boot’s huge 432 dm³ capacity into 1 160 dm³ of utility space. Compensatory headlight beam height adjustment is standard.

 

Other creature comforts include climate control with auto and economy modes, a quality eight-speaker Volkswagen Gamma radio/cassette, centre armrest/cubby with a sliding arm pad, electric windows all round with one-touch up and down for the fronts, courtesy lights above the windscreen and each rear door, and an illuminated vanity mirror and ticket flap behind both visors.

 

Map pockets behind the front seats, bins in the front doors, and storage compartments in the facia — including a lockable cubby — look after oddments. Contained in the driver’s door is a security lock for the adjacent remote electric releases for the fuel flap and boot.

 

The Passat comes with wide choice power supplies which includes a 1.9 diesel engine and 3 petrol engines. The diesel comes with manual gearbox while the 1.8 petrol has an option of manual or Triptonic. There is also a 2.3 V5 Triptonic and the big brother of the range comes with a 2.8 V6 4 Motion Triptonic specification that supplies 142kW @ 6000 rpm and 280Nm of torque @ 3200rpm.

Petrol price up by 30c, other fuels also rise

 

The petrol Price increased by a whopping 30 cents last night at twelve o clock.

 

Citing a weakening rand/ dollar exchange during January, the retail price of petrol will increase by 30c/l, diesel containing 0,3 percent sulphur content by 22c/l, diesel containing 0,05 percent sulphur content by 21c/l and paraffin by 17c/l.

 

The average rand/US dollar exchange rate for the period December 26, 2003 to January 23, 2004 was R6,8786, compared to R6,5169 during the previous period.

 

The Minerals and Energy Minister Phumzile Mlambo-Ngcuka also approved an increase in the national retail price of paraffin to R3,39/l.

Rotary Cycle Race 7 February

 

The Klerksdorp Rotary Club are once again having their annual cycle race this coming weekend. (7 February)

 

All the action will be taking place at Flamwood Walk next to the N12. Contestants can enter from as early as 9 in the morning and the race will start at 14h00. There is a 10km, 40km and a 100km (for the serious people) to compete in and entry fees are R25, R30 and R35 respectively. Everyone who finish will receive a medal and apart from lucky draw prizes like Gas-braais and Ray Ban sunglasses there will be over R4000 up for grabs.

The day will provide entertainment, flea markets, beer gardens, food stalls and trampolines. Romans Pizza will also be giving free pizzas at random to cyclists and public.

VERVREEMDING  VAN  ERF 16079, JOUBERTON UITBREIDING 15

 

Hiermee word kennis ooreenkomstig die bepalings van artikel 79(18) van die Ordonnansie op Plaaslike Bestuur, 1939, soos gewysig, gegee dat die Stadsraad voornemens is om erf 16079, Jouberton Uitbreiding 15, ongeveer 1 629m² groot, te vervreem aan “Jehovah’s Witnesses Jouberton East Congregation”, vir doeleindes van die bou van ‘n Kerkgebou.

 

‘n Afskrif van die Stadsraad se besluit asook ‘n plan waarop die ligging van die voormelde grondgedeelte aangedui word, sal gedurende gewone kantoorure by kamer 105, Burgersentrum, ter insae lê.

 

Enigeen wat beswaar teen die vervreemding wil aanteken, moet sodanige beswaar skriftelik voor DONDERDAG, 19 FEBRUARIE 2004 by die ondergetekende indien.

ALIENATION  OF  ERF  16079, JOUBERTON  EXTENSION 15

 

Notice is hereby given in terms of the provisions of section 79(18) of the Local Government Ordinance, 1939, as amended, that it is the intention of the City Council to alienate erf 16079, Jouberton Extension 15, approximately 1 629m² in extent, to “Jehovah’s Witnesses Jouberton East Congregation”, for the purposes of erecting a church building.

 

A copy of the Council’s resolution as well as a plan indicating the situation of the said portion of land may be inspected at room 105, Civic Centre, during normal office hours.

 

Any person who has any objection to the proposed alienation must lodge his objection in writing with the undersigned before THURSDAY, 19 FEBRUARY 2004.

City Council is serious about development

 

A loan of R28 064 171 to re-finance Council’s capital budget for 2002/2003 and a loan of R37 million to finance the capital budget for 2003/2004 was approved by Council at their first meeting this year.

 

The DA registered a descending vote against the loan of R28 064 171 in the meeting.

 

The question that needs to be asked is what will be done with this money?  We asked this question to Mr Sakkie Haarhof,  Head of Finance at Council. He was glad to supply us with a list of capital projects planned by Council with the R37 million.

 

The R28 064 171 will be used to replace money that Council used out of its own capital fund for projects. Council did budget for this loan in the2001/2002 and 2002/2003 budgets but did not take out the loan at that time, which was a good thing as the interest rate was 13.25% at that time. The same money can now be borrowed at  10.95% fixed.  This will result in a massive saving of over R13 million.

 

There has been reports in the media that Council is experiencing cash flow problems.  We asked the MEC for Finance, Cllr Sulliman about this and he replied that  “Council has not in the past experienced cash flow problems and we are not experiencing any now.”  This seems to make sense.  Why would a bank borrow Council R64 million if they weren’t in a sound financial position?

 

From the meeting it was clear that Council is serious about development and improving service delivery to the community.

GET TO KNOW YOUR COUNCIL

 

 

City Councils all over SA are constantly ridiculed. Large portions of the KOSH community does not understand or appreciate the headaches that comes with running an administration that covers the area that our Council is faced with. Over the following weeks we will be profiling different people and departments in the Klerksdorp City Council to give the community a clearer picture of what happens behind the big wooden doors of the City’s administration offices. We will start with the Municipal Manager and work our way through to all the departments.

 

It is the responsibility of the Municipal Manager to align the strategic goals of the administration with the vision and mission of the Council. 

In pursuing the Council’s vision to provide equal, cost effective and sustainable quality service, together with alleviating poverty through a holistic program of development, has been identified and strategies are in place for their achievement.

 

Debt collection is a national problem and Klerksdorp is no exception.  Over the past year a number of problems on debt collection occurred.  Having learnt valuable lessons from this, we are able to streamline our efforts and are confident that we will attain greater success in the future.

 

The administration is currently busy with a survey to determine exact information on indigence, which will assist Council in dealing with debt collection.

It is unfortunately true that Council will have to get tough on debt collection as continuous service delivery is dependant on payment for services rendered.

 

I am pleased to be able to report an improvement of 79,4% in debt collection over the past year.  In this financial year debt collection was pegged at 83% which is a 5% increase on the previous years performance.

 

The backlog in services runs into millions of Rands, Council will only be able to address this problem over the medium to long term.

 

Excluding the rural areas, water networks are installed in all areas.  Only two extensions still make use of standpipes and this should be phased out over the next two years.

All areas in Council’s licensing and distribution jurisdiction are electrified with exclusion of extension 23 in Jouberton where the electrification project has started.

6kl of free water is provided to all households, while free electricity will be implemented with effect from 1 July 2004

 

The placement of staff had been a major challenge but I am glad to report that the process was successfully finalized.  

 

The final process of placement will be the evaluation of each and every post, 2 594 in total.  This should be finalized within the next year.  Council’s Performance Managements System now 95% complete.

 

To ensure quality service delivery, staff training is of utmost importance.  Over the  past year a total of R232 568 was spent on staff training.

 

Effective service delivery is the ultimate  goal.  Although there are still shortcomings, the IDP process assists departments in co-ordinating effective and efficient service delivery.

 

Effective service delivery is a joint venture between Council and the community and community feedback is essential if service delivery is to be continuously improved.

 

The housing backlog in South Africa is one of the major challenges of Government.  In the KOSH area the housing backlog of approximately 11 000 houses is perhaps the biggest challenges.  Over the past year a total of 6 800 houses were built in the area. The availability of funds is one of the obvious problems. Housing- and services delivery will only improve if our debt collection is improved.

 

Council has a dedicated section or division on consumer or client services within the Financial Service Department.  Two full-time officials have already been established to disseminate information to consumers on the daily activities of Council.

 

In line with legislation and values of Council, administration is run in a transparent and professional way.  In this manner both political and administrative components would be able to achieve our strategic goals in line with the Council’s vision and mission statements.

 

The night soil bucket system currently still in use at approximately 23 000 erven in the KOSH area is neither acceptable to the Council nor the community 

The current cost to replace the bucket system with sewer lines is approximately R200 p/m.  With a total capital budget of R30million, the predicament Council finds itself it will be understood.

 

Notwithstanding our restricted financial resources, a total of 3 926 erven were provided with a sewer network while 3 367 erven are in the process of being connected.

 

LONG TERM GOALS

 

Municipalities are constitutionally obliged to address poverty in their communities through the promotion of  social and economic growth.

 

One of the most effective ways to address poverty is the creation of job opportunities.  Since 1994 South Africa has moved into the global market of completion for investment.

Investment in our City will only be obtained by marketing Klerksdorp globally competitive. Although the cost of marketing especially on a global scale is very high, we cannot afford to wait any longer.  An aggressive marketing campaign will be followed to ensure future investment in Klerksdorp.

 

Services delivery is increasingly becoming specialized and the cost for services delivery keeps on rising.

 

In line with government’s view on public-private partnerships, Council will have to investigate PPP’s as an alternative service delivery mechanism to address the deteriorating condition of infrastructure and avert the escalating cost of rehabilitating Council’s assets.

 

The improvement of communication with our residents and outside our borders is high on our priority list.  Communication avenues and structures are to be formalized to assist in transparent governance and the unification of the resident of Klerksdorp.

New Parking Meters looks to be viable!

 

Concerns has been raised by many parties and organizations that the newly installed ADO parking meters in the CBD would not be economically viable. According to a report from the Financial Department of Klerksdorp Council, that YourNews received last week, the meters are “economically viable”.

 

According to the report there are also other benefits to the system. With the old system, which had a lot of meters malfunctioning, Council was inundated with complaints, this is no longer a problem.  This mean that less parking tickets now has to be withdrawn which leads to more income for the city.

 

Currently 162 meters cover 751 parking bays, these meters were not bought, they are rented and Council is not responsible for the maintenance of the system. If they had to be bought, it would cost R1 652 866-00. The rental of the meters costs R40 500 per month and Council pays the contractor a commission of 30%.

 

When the previous system started to get old and parts could not be supplied anymore it cost Council up to R4000 per ‘callout’ to get meters repaired. This will not happen with the current system as it is not Council’s property.

 

Strict law enforcement only started in December 2003. November and October was used to educate the community about the use of the new meters.  Income from the meters in December was R40 856.81 (this is more than the combined figure for the months of October and November).

 

From the report it is clear that the system is experiencing a growing phase, but also that the City Council has maybe at last found the answer to the problem of parking meters.

New Development in Housing

 

According to law (section 14 of the Rental Housing Act 50 of 1999) each municipality must provide residents with a Rental Housing Information Office.

 

The purpose of the act is to harmonise the relationship between tenants and landlords. It also promotes access to adequate housing by creating the mechanisms to ensure the proper functioning  of the rental housing market and to stimulate investment into the rental housing market.

 

This office has a few functions. The first is to educate and to provide information and advise tenants and landlords on their rights and responsibilities. They provide advice to disputing parties in order to reach solutions.  If matters can’t be resolved they can refer disputing parties to the Provincial Rental Housing Tribunal. They will ensure that parties comply with requests and recommendations made by this tribunal. 

 

To sum up, they are almost like the CCMA.

 

Tenants that experience the following problems can contact them: high rentals, illegal evictions, unlivable conditions, invasion of privacy, uncomfortable with lease agreements and if the landlord is not honouring lease agreement. 

 

Landlords should also make use of this service if tenants damage property or if they do not honour their lease agreements or if they do not pay their rent on time.
