ARRIVE ALIVE THIS FESTIVE SEASON! It's a well-known fact that South Africa's roads are some of the most dangerous roads in the world, with thousands of people killed in accidents each year. And while you may say to yourself "yes, but I'm a good driver," it's vital for each and every driver on the road to make a conscious effort to drive safely over the holiday season. A few tips while travelling in and around South Africa this festive season: • Motor Check Make sure your vehicle is roadworthy and has been for the latest service. Make sure your tires have enough treed and are free of foreign objects or punctures. Also check the tire pressure and make sure they are not to flat or to hard. Always have a bottle of water in you car in case of a radiator problem or an accident. Make sure you have enough petrol for your journey, making necessary stops along the way to fill up, to check oil and water. • When travelling a far distance, make sure to plan your route down to the finest detail, as you would not like to be in a situation in an unsafe area. Also inform friends or family of your travels and stop over, in case of any emergency. Always have a current map book at hand, and don’t be afraid to ask for directions. • If travelling with children or passengers, Make sure you all BUCKLE UP! Safety belts safe lives, even those in the back seats. As the driver, make sure everyone has his or her seat belts on before starting your journey. • Rest frequently as bad weather conditions and traffic can cause fatigue and you may become absent-minded or even fall asleep behind the wheel. Play some calm music in the car, and conversations with fellow passengers helps keep you awake. • When stopping at a 1-Stop or Ultra City, rather sit down and eat at the restaurant, than drive through. Also be aware of where you have parked and that all your passengers are accounted for before continuing on your journey. • Drink water frequently as one dehydrates in a car much quicker. • If travelling with pets, stop more frequently and also let them drink lots of water. A mild tranquilliser that is available from most vets is also helpful when travelling. • Children as passengers aren't always happy travellers. Make provision for colouring in books, music or even travel at night so that they sleep through most of the journey. • In Case of an emergency, phone the authorities immediately. If the accident is not serious, move the vehicles off the road and wait for the authorities. • If the accident is serious, do not attempt to move anything or anyone. • Save the contact numbers of the police and net care on your cell phone. This will make it easier in an emergency. • Do not drive under the influence of alcohol, your reflexes aren't as sharp and you could cause an accident. • Do not speed, sapeed and impact kills. By Inge Olivier Japan called on to promote SA as tourist destination Sun City - Minister in the Presidency Essop Pahad has appealed to Japan to help increase the number of its citizens visiting South Africa, as this country prepares to host the 2010 FIFA Soccer World Cup. He said by increasing the number of Japanese visitors to the country, Japan would not only be assisting in the country's economic growth but also contributing to peace efforts in the world. Currently the number of Japanese tourists to this country is estimated to be around 27 000 tourists annually. Last year, South Africa welcomed an 18 percent year-on-year increase in arrivals from Japan, making it the fastest growing source market in the Australasia region. In 2005, over 27 000 Japanese visited South Africa, representing an over 18 percent increase over 2004. Figures released by Statistics South Africa for April show that arrivals from Japan grew by 24 percent year-on-year and in the first quarter of 2006, 14 percent over the first quarter of 2005. Regarding the 2010 soccer tournament, Dr Pahad told the Japanese that South Africa was more than ready to host the most successful soccer tournament. "Never in the history of FIFA have government guarantees being granted as soon as we have done them and the same with the stadiums, we will complete them before schedule," said Mr Pahad. On global peace, he said tourism could play a greater role in this regard. "...a world in which nobody, no country will have to use weapons again. Quite clearly the more we learn about each other's culture the more we will begin living with one another," he said. North West Premier Edna Molewa urged the JATA board members to take advantage of the opportunities presented by both the province and the country in the tourism sector. "We are proud to say that North West and indeed South Africa continues to enjoy increasing levels of economic growth that will enable both the province and JATA to do business together," said Ms Molewa. “Tourism alone generates almost R2.7 billion into the economy of the province and we are hoping that this will increase this year. This we will do by forging closer working relationships with the Asian market of which Japan is the leader," she said. A comprehensive programme has been compiled for the delegation, which will include visits to a number of new tourism products and experiences as well as a few world-renowned and well-established favorites in the country. – BuaNews Contracts Give Uranium One Better Lending Terms A recent announcement from sxr Uranium One [TSX:SXR] that it had signed an agreement to supply an unnamed utility with uranium and that more contracts with other utilities are to be expected, will give the company better leverage when it concludes debt financing agreements with banks before year end. According to the announcement made on 17 November, the agreed terms provide for the sale of 1.5 million pounds per year of uranium oxide from the company's Dominion mine near Klerksdorp to an unnamed western world utility for five years at market-related prices and with escalating floor price protection. “We felt that if we entered into contracts that had floors that covered our cash costs plus the ongoing capital, the banks revenue is covered in terms of paying for the interest,” chief executive, Neal Froneman, told I-Net Bridge in an interview on Monday. “In our case that [Dominion break even] floor is $20/lb, we've got floors much higher than that, I cannot tell you exactly because it is confidential, but our [contract] floors approach spot, which means we are probably 100-150% higher than that [Dominion break even] floor, which means we have more leverage on the bank.” The price of uranium has averaged $45.33/lb so far this year, compared to $28.52/lb in 2005. The spot price according to UXC.com is $62.50/lb. “We took a lot of criticism for perceived dilution, to me dilution is negative when your share price goes down, and our share price has never gone down, so we have created value by issuing shares,” says Froneman. Froneman insists that his company is not desperate for the money the debt would bring. “It's not that we need the cash, we are cash flush at the moment, but as part of our ongoing business financing, we would like to gear up a bit.” He says the extra funds would go towards the funding of Uranium One's Honeymoon project in Australia, prospecting work on existing projects and towards the acquisition of its U.S. assets. In July the company announced, through separate deals, the purchase of two of only four uranium mills in the U.S. The two deals involved the payment of $65 million in cash upfront. OPENING OF THE JOUBERTON SWIMMING POOL The Jouberton Swimming Pool was officially handed over by the Southern District Municipality to the City of Matlosana during a ceremony held on 10 November. The event was attended by the Executive Mayor of the SDM Cllr Pinky Moloi who presided over the hand-over and the local Executive Mayor Cllr China Dodovu who officially opened the swimming pool. Also in attendance were councilors, members of the community and representatives from Swimming South Africa. The construction of the Jouberton Swimming Pool was funded by the SM to the tune of R5.4 million and is the first Olympic-size pool of its kind in a black township in the entire province. The project lasted for nearly three years and created 65 temporary jobs and 6 permanent jobs. In handing over this facility, Mayor Moloi appealed to the local municipality to take care of the maintenance of the swimming pool. She urged the community to make optimuse use of the facility, always follow precautions and keep vandalists at bay. Premier's Annual Youth Awards Winners November hosted the Premiers Annual Youth Awards Ceremony in Rustenburg where 3 of the winners announced and awarded are from Klerksdorp. North West Premier's Youth Awards is a project initiated by the North West Provincial Youth Commission and aims at recognizing, rewarding and encouraging contribution made by young people from the North West community for the progress of our society in general. The North West School of Design was awarded 3rd place overall in their category Entrepreneurship and Job Creation. The Dirang Mmogo Business Enterprise walked away with a Silver Award in their category. Entrepreneurship and job Creation, and last but not least The Stuart Ntlathi Science and Technology Institution were awarded 2nd place overall in their category Science and Technology, as well as the Overall Winners of the Premiers Youth Awards. Their total prize money is R90 000, 00. At a small function held this week, the Executive Mayor Mr. China Dodovu expressed his gratitude towards these organisations. “As the Executive Mayor, I am very proud off all of you and that you are all from our city. You make our city proud,” Dodovu said in his closing statement. Christmas at Folong disabled school Last week, the Klerksdorp Department of Correctional Services together with Avbob, ABSA, Western Foods and Boabag, visited Folong School for the Disabled in Kanana with Father Christmas to hand out their presents and nutritional goodie bags. The children of all ages at the school were excited as they heard the fire engine approach with sirens sounding the arrival of Father Christmas. Avbob donated Ice Creams, ABSA provided all the sweets. The Nutritional food and goodies were from Western Foods and the beautiful Christmas gift bags were all made by Pearl form Boabag. Homes for 16 Days of Activisim The Vilakazi's of Jouberton are among 16 vulnerable families to receive homes as part of government's outreach activities for the 16 Days of Activism for No Violence against Women and Children. The North West government in partnership with the Matlosana City Council are leading the project and held a sod turning ceremony on Friday where the new homes are to be built. Speaking at the ceremony, North West Premier Edna Molewa promised that government would provide support to vulnerable families by providing them with shelter. "We are aware that culprits take advantage of unorganised and impoverished families," Ms Molewa said adding that there was no place in society for these criminal elements. Both Mrs Vilakazi and her 52-year-old husband are unemployed and have seven children. The entire household consists of 12 members as the couple's nephews also live with them. Only three of the children go to school. Other families to benefit from the housing initiative include those led by the disabled, orphans and women. Community members and the families will be involved in building the houses for themselves. The Premier commended the Jouberton community for putting on a march that denounced gangsterism in the area. On 28 November a march, which was dubbed “Taking the Night back”, was held along the streets in Jouberton. The 16 Days campaign is internationally observed and takes place annually from 25 November on International Day of No Violence against Women and concludes on International Human Rights Day on 10 December. Since 1999, the South African Government has run a parallel campaign that includes issues relating to violence against children. Although they are totally committed to and believe in the work that they are doing, they were apprehensive as to how the various presentations and exhibitions would be received by those who have left the country and are living in the UK. Their experiences have shown them that the issues we are currently facing in South Africa are significant enough to prevent people from returning. They had also been warned that South Africa has recently had a lot of bad publicity internationally, and were therefore quite pleasantly surprised to be welcomed by an article that appeared in The Independent (“Keep believing in the new South Africa") written by Sir Anthony O'Reilly, which reaffirmed why we love this country and why we believe in its future. This country is poised for an economic take-off and we need all hands on deck to make South Africa the success it deserves to be. The so called 'brain drain' is costing the country billions of rands as we have skills shortages in many areas. The Homecoming Revolution is working to address the skills shortage by encouraging and facilitating South Africans around the world to return home. Mineworkers' trust hits R7bn Peermont jackpot A black economic empowerment consortium led by the Mineworkers Investment Company (MIC) has bought gaming and hospitality group Peermont Global for R7bn. If approved,the deal will create one of SA's largest black-owned and controlled gaming companies, with interests in several casino resorts. These include Emperors Palace in Johannesburg, Graceland hotel casino in Secunda, the Grand Palm hotel casino in Gaborone and Tusk resorts in Empangeni, Taung, Klerksdorp, Thohoyandou and Mmabatho.MIC executive director Keshan Pillay said the deal would provide Peermont Global with “an excellent platform to pursue growth opportunities in the gaming, hotel and resort sectors in SA and throughout the region over time”. Peermont said holders representing 73% of its shares supported the proposed transaction. The deal will see Peermont CEO Ernie Joubert exit the business he set up 13 years ago. Deputy CEO Anthony Puttergill would succeed Joubert, the company said. When the transaction becomes unconditional, probably in April next year, Peermont said, it would apply to the JSE to terminate its listing. The company made its debut on the local bourse just over two years ago. Joubert said the company was awaiting the awarding of licences in Northern Cape and Limpopo. Peermont said NewCo, which will house the interests of the empowerment consortium, would buy its entire issued share capital for R12,90 a share, and that would amount to R4,26bn. Pillay said the R12,90 a share price was a premium of 44,7% to Peermont's 30-day volume weighted average price for the period to July 17, the day before the first cautionary about the transaction was issued. He said the consortium would pay for its shares through a combination of shares and debt. Peermont said the deal would enhance MIC's position in the gaming industry. MIC's other interests include stakes in media group Primedia, retail company Mathomo, BP Southern Africa and document storage company Metrofile. Mineworkers Investment Trust, which is part of MIC, was part of empowerment groups in First Rand's R6,8bn empowerment transaction. Joubert said he was selling his stake in the company because of his preference for new projects. He said he would pursue a new venture, probably offshore in the gaming and hospitality industry. NORTH WEST COMMEMORATES WORLD AIDS DAY The North West Department of Health in partnership with Provincial Council on Aids hosted a commemorate World Aids Day at Tlhabane Stadium in the Bojanala District on 1 December. The Premier of North West Province Edna Molewa delivered the keynote address. The first of December was declared World Aids day by the World Health Organisation, and it has been celebrated annually since the declaration in 1988. The principal aim of commemorating the day is to increase the level of global awareness and to encourage everybody to take control of his or her life and practise safe sex. In May, the Abuja declaration on HIV and AIDS, TB and Malaria paved way for African Union Heads of state to endorse the development of an affective, affordable, accessible HIV vaccine relevant to Africa and supporting the African AIDS vaccine program and its partners and institution committed to HIV Vaccine research and testing in Africa. In the North West Province, Aurum Health (vaccine trials) in Klerksdorp is supported by the Government. With the theme “Stop AIDS, Recommit yourself, Keep the Promise” it focuses on accountability and stresses the critical need for government and policy makers to meet current commitment, increase response to HIV and AIDS and to deliver access to treatment, care and prevention by 2010. “The 2005 Aids Statistics indicated that in the North West Province, three out of ten people are infected. The department is however still faced with the challenge of ensuring that people go for HIV and Aids testing, particularly pregnant mothers. This is because of stigma associated with the latter and we have professionals who are educating our community so as to do away with the stigma associated with HIV and AIDS. We have a number of Non Governmental Organizations throughout the province who have shown their authentic and unconditional support to those infected and affected by the deadly disease and these care givers need our support and I should applaud them since they have put their lives at risks because they are taking care of people who are terminally ill”, concluded MEC Nomonde Rasmeni. MAINTENANCE AT HOSPITALS IN CENTRAL REGION North West MEC for Public Works, Mr. Howard Yawa, MPL says his department has spent over R1.3 million for the inspection, service and replacement of boilers at five hospitals in the Central Region. Yawa says inspections were conducted and maintenance was been done to boilers at Mafikeng Provincial, Thusong District, General De La Rey, Gelukspan and Zeerust Hospitals. During the process common problems were identified and rectified. Over R500 000 was spent at General De La Rey Hospital in Lichtenburg because the boilers at the hospital were very old. In addition, the department is considering refurbishment of two boilers or alternatively purchasing of new boilers at the hospital. “Boilers are critical for hospital operations such sterilization of equipment for theatre, generation of steam for cooking and provision of hot water. We are committed to the implementation of our hospital maintenance plan as the plan is in line with our resolve to “Make A Difference” through improved service delivery” said Yawa. Uranium One to raise 135m to fund Dominion project Canadian uranium and gold company sxr Uranium One has agreed to a C$135-million convertible debenture offering to fund the development of its Dominion project, near Klerksdorp, in the North West province. The company, headed by Neal Froneman, said on Friday that it had entered into an agreement to sell to a syndicate of underwriters, led by BMO Capital Markets, C$135-million of 4,25% convertible senior debentures, due December 31, 2011. Moreover, Uranium One said that it had granted the underwriters an over-allotment option to purchase additional debentures, representing 15% of the purchased debentures at the same price, exercisable by the underwriters for a period of 30 days from closing. Closing was expected on or about December 20. In light of the debenture offering, which was on terms that provided the Uranium One with greater flexibility than those currently available in the project finance market, the company reported that it would not proceed with the proposed Dominion project finance facility for phase I and phase II. Dominion, a Brownfield's development project consisting of the Dominion and Rietkuil sections, which include two former uranium and gold mining operations, would start production in the first quarter of next year. The first phase of the project is designed to treat 2,4-million tons a year, yielding a yearly averages of 3,8-million pounds of U3O8 during steady-state production, with a maximum production of 4,3-million pounds of U3O8 in 2012. The metallurgical recovery determined for Phase I average 87% for U3O8 and 89% for gold. The deep orebody will represent Phase II of the project. Production from Phase II will maintain a constant plant throughput of 200 000 t, extending the life-of-mine to at least 30 years. Traffic authorities will increase their law enforcement efforts nationwide starting Monday, as schools nationwide close for the December holiday. Ntau Letebele, the director of the Arrive Alive campaign, says holiday traffic will lead to an increase in traffic volumes on many of the main routes in the country. The Rolling Enforcement Plan will clamp down on driver offences such as driving under the influence of alcohol, not wearing seatbelts and speeding. Road users can report incidents of bad driving to the Arrive Alive Call Centre. With the help of God and his sponsors, Werner will be the first person to attempt one of the most adventurous and dangerous expeditions to raise awareness and money for HIV/AIDS: a solo kayak trip from London to Durban - a total of 16 000km! Werner has recently circumnavigating the Irish coastline in 55 days with a sea kayak. He completed the 1 740km circumnavigation completely solo, raising money for children infected with HIV. The expedition will take Werner an estimated 84 weeks in some of the toughest conditions imaginable. His dream is to raise R2 000 000, 00 to open an AIDS shelter called "the Nineveh Project" in South Africa. His expedition will take him from the United Kingdom to France, West Spain, Portugal, South Spain, Morocco, Algeria, Tunisia, Libya, Egypt, Sudan, Eritrea, Djibouti, Ethiopia, Kenya, Tanzania and Mozambique to finally arrive in Durban - South Africa. Werner is a 24-year-old Christian who played rugby in Ireland for four years until he had a serious neck and head injury, preventing him from playing most sports. Werner says: "I would never be doing what I'm doing if it wasn't for that injury, so praise the Lord for opening my eyes.” With Philippians 4:13 on the side of his Kayak, he continues his journey experiencing friendly tourists to almost being deported out of Spain. This commitment was made when the Executive and Senior management signed a pledge committing themselves to creating a working environment that cares and supports employees who are infected and affected by HIV and Aids in Mafikeng recently. Addressing media at the signing ceremony held at the Head Office of the Provincial Department on the conclusion of a two days HIV and Aids Awareness Campaign, Head of the Department, Mr Obakeng Mongale said that the campaign marks the start of a major initiative to be rolled throughout all regions and the entire department. Earlier the department launched a Voluntary Counselling and Testing Campaign for Executive and Senior Managers under the theme “Know about HIV and AIDS, Know your status for your sake” The objective of the campaign is amongst others to raise awareness about HIV and AIDS, and encourages employees to know their status. Mongale added that because HIV and AIDS represents a challenge to all of us, therefore success in combating the pandemic depends on a close collaboration and continued strengthening of partnership with all sectors of society. He mentioned that Voluntary Counselling and Testing and disclosure by senior managers would destigmatise HIV and Aids. Although the campaign originally targeted Executive and Senior Managers, the enthusiasm among lower employees could not be quelled as requests for slots in the tight programme overwhelmed the professional team of Counsellors who conducted the voluntarily in the pre-counseling, testing and post-counseling.
